If your cruise departs from and returns to the same U.S. port (a "closed-loop" cruise), U.S. citizens can travel with just a birth certificate and a government-issued photo ID. However, we strongly recommend bringing a passport book. If you have a medical emergency and need to fly home from Cozumel, you will need a passport to board a flight back to the U.S.
What is the closed-loop cruise exception?+
The Western Hemisphere Travel Initiative (WHTI) allows U.S. citizens on closed-loop cruises (cruises that depart from and return to the same U.S. port) to re-enter the United States with a birth certificate and government-issued photo ID instead of a passport. This applies to Cozumel since most Caribbean cruises are closed-loop from ports like Galveston, Miami, New Orleans, and Tampa.
Do I need a passport if I'm flying to Cozumel?+
Yes. If you are flying to Cozumel (CZM airport) or Cancun (CUN airport), you must have a valid passport book. A passport card is not accepted for international air travel. Your passport must be valid for the duration of your stay. Mexico does not require 6 months of remaining validity, but many airlines do.
Can I use a passport card for Cozumel?+
A U.S. passport card is accepted for re-entry into the United States at land border crossings and sea ports of entry (including cruise ships). However, a passport card cannot be used for international air travel. If there is any chance you might need to fly home from Mexico due to an emergency, bring your passport book instead.
What documents do children need for Cozumel?+
For cruise travel, children under 16 need a certified birth certificate (original or certified copy, not a photocopy). Children 16 and older need the same documents as adults. If a child is traveling with only one parent, bring a notarized letter of consent from the other parent. For air travel, all children regardless of age need their own passport book.
Do Canadian citizens need a passport for Cozumel?+
Yes. Canadian citizens need a valid passport to travel to Mexico by air or sea. The closed-loop cruise exception does not apply to Canadian citizens and is only for U.S. citizens. Canadians do not need a visa for stays under 180 days.
Do I need a visa to visit Cozumel Mexico?+
U.S. and Canadian citizens do not need a visa for tourist visits to Mexico under 180 days. Citizens of most EU countries, UK, Australia, and Japan are also visa-exempt. When arriving by air, you will receive a Forma Migratoria Multiple (FMM) tourist card, either electronically or on paper. Cruise passengers do not need an FMM as the cruise line handles immigration.
What happens if I lose my passport in Cozumel?+
If you lose your passport while in Cozumel, contact the U.S. Consular Agency in Cancun (the nearest to Cozumel) or the U.S. Embassy in Mexico City. They can issue an emergency travel document. This process typically takes 1-3 business days, which is why we strongly recommend keeping a photocopy of your passport separately from the original and leaving a digital copy in your email.
